Of course the bus overheated; it is a shuttle bus, normally operated for short trips between JR Nakanosakae Station and Sendai Umino-Mori Aquarium (which is incidentally, the owner of the bus). This bus was never meant for sustained high-speed highway runs; and it is possible the owner was saving money by not keeping up with regular maintenance. Moreover, from Sendai City to Ichinoseki City is more than 90 kilometers...why were the Japanese language school students being sent such a distance for part-time jobs? Does the language school accept any liability in contributing toward the factors causing this accident?

Mainichi Shimbun video shows the outrigger stabilizers are retracted (at approximately 0:05 seconds). The crane is equipped with 4-wheel steering and all four wheels are turned, as if the operator was maneuvering in a restricted space.
