My phone app for my Hyogo locations says heavy rain for most of next week. It rains at other times not just rainy season. Also, changes can happen.

Government exercising poor judgement and excessive control akin to a communist nation. There is no need to evacuate. It's most likely just the long arm of the chonaikai trying to act important and for the heads to justify getting a salary for making sue paying members clean up their parks.

How do they get there?

If the rain is so heavy to cause floods and landslides then I presume trains and roads are not safe, and some will already be closed.
