The problem is easy for Russia to just cancel passport of their citizen which really raising dissent while abroad.

Only men and only those with previous military experience. Reservists. So maybe these young ladies exaggerated a little and Japan jumped at the chance to show their anti Russia stance.

It is an established fact that the Putin regime cracks down on anti-war dissenters so forcing them to return just to apply for the L/T visa would be endangering them. That's sufficient to consider this an exceptional circumstance. They didn't just "hand out" Visas, they removed the requirement to apply at the J-consulate in Russia. This would be an entirely Immigration Control matter and has nothing to do with Japan's political position towards Russia.

In answer to to some comments on here, Russia began military conscription of women to mobilise to the war in Ukraine on Monday, Dec 12 to compensate for the massive military losses. So this decision by Japan government is very good.

In normal situations, the pair would have had to apply for a new visa at a Japanese diplomatic mission in Russia.

This is not factually true. They could get their visa at a consulate in any country, except Japan. They are refugees? Then they should get refugee status. A media ploy it seems to me.

Not true. It is Ukraine that started signing up women.

In Russia only citizens who are currently in the reserve and, above all, those who served in the armed forces, have certain military specialties and relevant experience" would be subject to mobilization. At present only men are in the reserves so sorry no girls.

Of course, no! Only men are subject to mobilization in Russia. In Ukraine the situation is different.As for women I don't know but the Internet is full of videos about how Ukrainian men are caught for mobilization right on the streets. "There was a man and there is no man".
