The police and their schemes.
The most prominent contributing factor was no mystery.
A strong dislike for a certain tax exempt religious group that was supposed to be investigated in the wake of the assassination but has dropped off the radar.
Which has strong ties to the one party ruling apparatus of the Japanese state.
The police can just spot anyone who questions this relationship and the group's status or criticizes this arrangement.
That is democracy right?

This is statement is enigmatic, so people who just willing to cooperate because being asked during "voluntarily questioning" but trigger wrong word will be subject for more surveillance and more scrutiny. Just remember that person who carried that crime on July last year, he never at law enforcement list at all. He just remained quiet, until he really carried attack.
Their method in finding potential future offender required offender that really show their dissent explicitly but some culprit just stay really quite until they really carry their activity. On the other hand innocent lawful people that show their dissent will be subject for more scrutiny and being followed as if they are real criminal, even they don't have any intent at all.

This sounds like mass, uncoordinated “intelligence” gathering. Perhaps someone needs a cushy job till they retire?

Japan is not a democracy. Ever since Abe came to power for the second time the country has been inching toward a CCP style totalitarian state. We're pretty much there already. Just a few finishing touches.
Couple that with the current and future economic situation and we are indeed due for some very hard times ahead.

Japan and its acrobatical "reach around" tactics! Here's a solution : Skillfully trained armed bodyguards with the politician behind a bulletproof podium away from the crowds! And a swift get away plan in case of an attack!

So they can pretend to do some useful work otherwise? After a high-ranking politician was shot and then for a few seconds afterwards the surrounding police and security just looked like school kids on a field trip instead of reacting in any way? The police here are generally absolutely useless. The only thing they're good at is harassing cyclists and asking for stuff, always surprised, but if, say, some drunken office worker is outside kicking my car mirrors, calling and convincing the cops to come is a superhuman feat. It's almost reminiscent of a situation where a thief is expected to wear a black blindfold, a striped shirt, and a dollar sign bag on his back.

The trick of course then is, to assume the lone wolf attacker just a little bit beside or outside of the pool of spotted potentials. Otherwise it won’t work well, because also the skilled lone wolf knows, that he’s not anymore a lone wolf if once spotted. You surely understand that, don’t you? A lone wolf spotted isn’t a real lone wolf, but now only part of a group of spotters and spotted around the spotlight.

Will there be any civilian oversight? Or will the police police themselves, as ever? We know there will be no whistle blowers. But, I guarantee, in a few years, stories of abuses of such a system will surface. A few bows will suffice and vows to take their responsibility seriously.

Seems like a very inefficient way to deal with the problem, a huge more lot of resources necessary to identify and keep vigilance on anybody that could have a motive, compared with the much more simple way of raising the standards of protection for important figures to the world's standard.

Well, the Abe attacker did have links to several known groups: JMSDF and the Unification Church, to name some. While the Unification Church link has been grinded to death in media, any mentions of the SMSDF link are instantly censored.

The Japanese police have virtually no relevance here. It starts with bureaucracy, continues through absolute incompetence, as someone mentioned here, where the career highlight is to berate a pedestrian for stepping into a crosswalk when the light was flashing red, but not addressing a car that came through the intersection at high speed. Domestic violence in the neighborhood? Unwillingness to address it, at most an attempt at talking sense into them. The only exceptions are the specialized units.
Their presence and "low crime" is based solely on the fact that the police get away with a lot of things, and an instilled respect for anyone in uniform. This nonsense mentioned in the article is based on the premise that data will be collected on already known people and situations. It completely ignores the unexpected event and these, as we know here, due to the inability to react and improvise, are often just dumb stares.

It seems to be that what's behind a lot of this civil servant garbage is "How can we appear to be doing our jobs without making waves?" The job of the police is to keep the peace, but "leading" politicians are being knocked off all the time.
What to do?
Set up yet another department to deal with it. Then the problem will be theirs not ours!
It's not like it's a huge problem. Take a look at the same situation in the U.S.A. While Biden, etc., is speaking, there are bouncers constantly scanning the crowd for anything suspicious.

With the Kishida attack, the local inhabitants all said they spotted the unknown young guy pushing his way forwards through the middle of the fishing village crowd to where he could light the fuze and toss a bomb at the Prime Minister. Luckily they jumped him before he could toss another.
