If they would stop teaching English to every kid, then only kids that are interested in English --as a subject-- will learn it later, and excel at it. The terrible testing, teaching materials, and lousy teachers are working, the 12% is obviously their reward

Headline could have just been collision between a bus and truck to be neutral, to not indicate who hit who, but by saying bus collides with truck, that indicates in English word order that it was the bus's action upon the truck, thus the bus's fault. Which from the article and photo are clearly not the case.

Of three possible sentences, the wrong English one was chosen, and would need to switch the words bus and truck around to match the story correctly.
