We should presume innocence here. Even still, if he's innocent he should stand fast and not resign, so in this case there's probably fire behind the smoke. Also wouldn't surprise me that Japan Wind Development did offer Akimoto the bribe, laundered through disguising it as a horse purchase, given that the relationship between them in an official capacity would be difficult to described as arm's length.
The whole affair isn't all that surprising, since it's difficult to make the case for wind power without generous preferential treatment from governments in the form of tax breaks, subsidies and the like.
