Once those field are cleared, Japanese who claimed those fields are safe should be the one who really step into those field that being claimed already cleared. Not only manufacturing the technology but also give guarantee that is really working.

How about to just ban cluster bombs? Most countries have mapped minefields on their borders. But you can’t map cluster bomblet’s.

Where are you living that your country has minefields? Most don't live like the Russian.
