Some students are choosing overseas study programs, I seriously doubt those who come from families struggling economically have that freedom. If anything the higher costs would ensure only those with a lot of resources are able to do it.

Yep, the price for these trips has gone up a lot. We had a two week study abroad program on offer at our institution for 65 man! Didn’t think anyone would sign up for that but was wrong. Parents/grandparents willing to pay it seems. With all the doom and gloom you hear about wages and the economy, households still have cash!
